Hello - I would like to make a proper GEDCOM file from an SQL database. Woudl anyone know of a good option to do that?

Downloading the Oxy-Gen_Light.zip file, and expanding it seems to provide none of (executable) files that would run the program. For instance, the file VB6FR.DLL is nowhere to be found. Have I missed something in the download of the zip file.
Please help.
